(1) Reasons for Proposal

Allow sample safety checks to be carried out for dangerous goods containers to be exported as well as dangerous goods containers imported from foreign countries to promote safe shipping of dangerous goods

(2) Major Provisions

A. Expand the targets subject to safety inspections to the entire dangerous goods containers brought into ports including dangerous goods to be exported as well as the existing imported dangerous goods containers (Articles 1 and 2 and Article 4 (2)). 

B. To improve the effectiveness of safety inspections, the Guidelines are revised to allow sample safety checks to be carried out for the storage of dangerous goods inside a container and securing such container and goods even if they are not identified as having a serious defect during an external inspection (Article 8-3).
