(1) Reasons for Proposal

In April 2020, a danger was raised in port operation and maritime traffic safety due to the double banking* of large ships (about 50,000 tons) at the Gapo New Port Pier, and therefore this amendment aims to revise the Detailed Regulation on Masan Harbor Facilities Operation to prevent safety accidents at Masan Harbor and to operate ports efficiently.

* About 50,000 ton-ships (M.V. LAKE COMO (47,168 tons) / M.V. LAKE WANAKA (46,800 tons)) were double-banked at Gapo New Port Pier (N4) from April 1, 2020, to May 10, 2020

(2) Major Provisions

Establish the provision “prohibiting long-term mooring at an approaching quay and double banking”

- Establish the provision of prohibiting ships from long-term mooring for more than 15 days and double banking at the approaching quays (berth) in Masan Harbor

* This refers to the fact that the ship mooring report of other agencies is prescribed 15 days or more (there are no law provisions).
