(1) Reasons for Proposal
Fishery resources have continued to decline, and the fishery population, who are declining and aging due to avoidance of the primary industry and changing demographics, limits the fishery industry’s growth.
Nevertheless, it is necessary to lay the foundation to manage sustainable fishery resources by shutting down transactions with or distribution to unlawful customers, which serve as the reason why illegal fishery continues to occur.
(2) Major Provisions
A. Prepare the basis for a fishing vessel search system
Allow the Ministry of Oceans and Fisheries or Mayor/Do Governor to have fishery supervising public officials inspect a fishing vessel if there is a report that the vessel coming into or staying at the port under Article 2 (8) of the Fishing Vessel Safe Operations Act violates this Act or the Fisheries Act, and define necessary matters including fishing vessel search criteria and procedures by the Ordinance of the Ministry of Oceans and Fisheries (Article 56-2)
B. Prepare rules to punish violations
Introduce new penalties for those who refuse, interfere with, or avoid fishing vessel searches (Article 65 (11))
