(1) Reasons for Proposal

This proposal aims to amend and supplement several shortcomings by changing inspection interval periods regarding aged construction machinery, etc. to prevent safety accidents, strengthening criteria regarding the equipment of facilities by inspection institutions, rationalizing inspection fees to achieve greater substance in inspections, etc.

(2) Major Provisions

A. Reduce the period for implementation of maintenance orders from 6 months to 1 month (Article 31)

B. Adjust the period of validity for periodic inspections (attached Table 7)

1) Reduce the period of validity for cranes (1-3 years → 1 year)

2) Reduce the period of validity for pile drivers and pile extractors (3 years → 1 year)

3) Reduce the period of validity for high lift work vehicles for tunnels (2 years → 1 year)

4) Reduce the period of validity for road driving construction machinery exceeding 10 years in life (dump trucks, concrete mixers, concrete pumps, road maintenance trucks, forklift trucks) (1 year → 6 months)

C. Strengthen the criteria regarding the equipment of facilities and technical personnel by inspection institutions (attached Table 9)

D. Rationalize inspection fees (attached Table 23)

1) Increase inspection fees by 50% (55,000 won → 82,500 won for periodic inspections)

2) In the case of on-site inspections, enable travel expenses to be paid within the range applicable to grade 5 public officials according to the Regulations on Travel Expenses of Public Officials
