(1) Reasons for Proposal

This proposal aims to supplement shortcomings in the operation of the current system by prescribing that when a part of a living room is compartmentalized using partitions, they shall be structurally safe and constructed from material that does not pose a fire hazard, to allow provision of creative and diverse rest areas, thereby promoting the operation of rest area restaurants, etc., and by prescribing that compartmentalized areas may be labeled on building floor plans, etc., for building permissions, etc.

(2) Major Provisions

A. Classification of Subjects of Application Regarding Criteria on Structure and Construction of Partitions for Interior Compartmentalization (Article 2)

Due to the diversity of interior architecture, there is a need to apply criteria regarding its structure and construction in reasonable gradations according to the type and characteristics, such that when the inside of a living room in certain buildings is compartmentalized horizontally or vertically using partitions, such criteria may be applied according to the relevant characteristics as a result of classification work.

B. Provision of Criteria on Construction of Partitions for Interior Compartmentalization (Article 9 (3) 1, 2, 3, newly inserted)

When a rest area restaurant, etc., uses partitions to compartmentalize certain parts of its living room to provide diverse rest areas, such partitions shall not exceed 1.7 meters in height from the floor to the ceiling and their area shall not exceed 100 m2 to ensure user convenience and building safety, and major structural parts such as the pillars, beams, etc., shall be installed in a structure that allows them to be separated, disassembled, etc.

C. Provision of Criteria on Rescue Safety of Partitions for Interior Compartmentalization (Article 9 (3) 4, newly inserted)

To ensure that partitions used to compartmentalize certain parts of a living room in facilities such as rest area restaurants to provide diverse rest areas do not pose a threat to use safety, such partitions shall be installed after verification from a certified architect registered according to the Certified Architects Act or a professional engineer of architectural structures registered according to the Professional Engineers Act.

D. Provision of Criteria on Evacuation Safety of Partitions for Interior Compartmentalization (Article 9 (3) 5, 6, newly inserted)

To ensure that partitions used to compartmentalize certain parts of a living room in facilities such as rest area restaurants to provide diverse rest areas yet enable easy evacuation in case of fires, etc., finishing material used inside such partitions shall consist of noncombustible material, semi-noncombustible material or incombustible material according to Article 24 of the Rule on Criteria Regarding Evacuation and Firefighting Structures, etc. of Buildings, and the compartmentalized area shall consist of open spaces.

E. Specifications of Other Safety Facilities (Article 9 (3) 7, 8, 9, newly inserted)

When facilities such as rest area restaurants compartmentalize certain parts of a living room using partitions, safety banisters, anti-slip facilities, etc., shall be installed in stairs, slopes, etc. to prevent safety accidents such as falls and slips, and buffer material shall be used on protruding parts, etc. or such parts shall be rounded.

F. Permission to Label Partitions for Interior Compartmentalization on Drawings (Article 9 (3) 10, newly inserted)

To enable ease of maintenance and business registration, etc., regarding facilities with interior compartmentalization, compartmentalized parts may be labeled on floor plans, cross-sections, etc., using boundary lines, shades, etc., when filing for building permission, report or approval for use according to Articles 11, 14, 22, etc., of the Building Act or change labels on a building ledger according to Article 18 of the Rule on Entry and Management, etc. of Building Ledgers.
