(1) Reasons for Proposal

The Amendment to the Regulations on Housing Construction Standards, Etc. aims to improve and supplement some shortcomings that have emerged in the operation of the current system, for example, if it is difficult to install a device used to put the national flag on the handrail of a house, to establish specific installation standards to allow a device for the flag to be installed at the entrance of each apartment block, and formulating performance standards to prevent damages sustained by tenants caused by the use of low-quality products for automatic backflow preventive dampers that are installed inside ventilation pipes in households. 

(2) Major Provisions

A. Prepare installation standards for national flag holders (Article 5)

Where a device that holds national flag poles is to be installed at the entrance of each apartment block because it is difficult to install the device due to the materials used for the handrail, etc., install it at the center of the upper part of the wall or on the left wall of the entrance, facing the front of the building. 

B. Prepare the performance standards for automatic backflow preventive dampers (Article 11 subparagraph 6 (a))

When installing an automatic backflow preventive damper inside the ventilation pile within the household, regulate to use only the products with the performance suitable for the group standard established under the Industrial Standardization Act.
