(1) Reasons for Proposal
With the Environmental Testing and Inspection Act (promulgated on March 31, 2020; to be enforced on October 1, 2020) amended to designate the measuring agency contract management organization and strengthen the management of the measuring agency business, this Partial Amendment aims to define matters delegated by the Act while improving and supplementing some shortcomings found in the operation of the current system, including the revision of some forms.
(2) Major Provisions
A. Use the measuring agency standard contract* in accordance with the attached Form to notify any measuring agency-related contract (Article 152)

B. Specify documentation submission and its method for measuring agency contract management (Article 15-3 newly inserted)
- Define the measuring agency standard contract (attached Form 19-3 newly inserted), project description, and output description as documentation to be submitted to the measuring agency contract management organization
- Define the procedure for submitting documentation for measuring agency contract management

C. Specify the designation application form and designation letter for the measuring agency contract management organization (Article 15-4 newly inserted)
- Define the designation application form (attached Form 19-4 newly inserted) and designation letter (attached Form 19-5 newly inserted) for the measuring agency contract management organization
- Define any change in material information* to file with the measuring agency contract management organization
* Representative or trade name, address, measuring agency contract management operational rules
D. Keep referenced laws up to date (Articles 17-5, 25, 26, 27, and 28)
E. Revise criteria for administrative measures as regulations on the cancellation of measuring agency business are tightened (attached Table 10)
F. Assign a QR code to the quality inspection certificate so that the details of quality inspection can be checked with smartphones as the use of online electronic documents is expanded (attached Form 9)
G. Keep conditional regulations up to date with the amendment of the Enforcement Rule of the Clean Air Conservation Act (attached Form 21)
