(1) Reasons for Proposal
In an effort to improve the effectiveness of the framework by strengthening the Special Act on Underground Safety Management enforced January 1, 2018, this Act aims to rationalize qualification criteria for members of the central underground accident investigation committee and prepare the basis to use the underground safety information system to supplement some shortcomings observed in the operation of the framework.
This Act aims to add pipelines in the scope of underground structures to reinforce underground safety management, clearly define documents submitted electronically to update underground information as the as-built drawings of underground utilities, and specify detailed matters for a council, which consists of the heads of the agency that manages underground information and other relevant central administrative agencies as established and operated by the Minister of Land, Infrastructure and Transport to efficiently build and run the integrated underground information system.
(2) Major Provisions
A. Add pipelines in the scope of underground structures (Article 2, subparagraph 14 newly inserted)
B. Clearly define documents submitted electronically to update underground information as the as-built drawings of underground utilities (Article 33, paragraph 2)
C. Specify detailed matters for a council to efficiently build and run the integrated underground information system (Article 34, paragraphs 3 and 4 through 8 newly inserted)
D. Delete the requirement that it should be at least 3 years after any member retires from any underground safety impact assessment and underground management agency/organization as of the appointment date from qualification criteria for members of the central underground accident investigation committee (Article 38, paragraph 2)
E. Include the production and publication of a statistical yearbook for underground safety information as part of the work to establish and operate the underground safety information system (Article 42, paragraph 1, subparagraph 5 newly inserted)
F. Require that all underground safety impact assessment reports and safety inspection information be submitted through the underground safety information system (Article 42, paragraphs 2 and 3 newly inserted)
