(1) Reasons for Proposal

Since the Aviation Business Act has been amended (Act No.17465, promulgated on June 9, 2020; to be enforced on December 10, 2020) so that national agencies, etc., in possession of any unmanned aerial vehicle are obligated to subscribe to insurance or mutual aid, this amendment aims to improve and supplement matters necessary for the implementation of the revised provisions and some of the operational shortcomings of the current system.

(2) Major Provisions

A. Insurance subscription for business operators, national agencies, etc., with unmanned aerial vehicles (attached Table 8, 9, and 10) 

Add a minimum liability against property damage, in addition to death and injury, to the liability criteria of the insurance or mutual aid that a business operator and national agency in possession of an unmanned aerial vehicle must subscribe to.

B. Mitigate registration requirements for aircraft maintenance service (attached Table 6) 

Permit the range of leases allowed when registering as an aircraft maintenance service from space facilities such as offices and workshops to equipment (work tools and measuring equipment).

C. Expand the subject to the entrustment of the establishment and operation of the aviation workforce training information system (Article 11) 

Change the entrustment of the project from the Korea Civil Aviation Association to an institution or organization that is qualified to perform the duties and services as designated and notified by the Minister
