(1) Reasons for Proposal
As the Aviation Business Act has been amended (Act No.17465, promulgated on June 9, 2020; to be enforced on December 10, 2020) so that national agencies, etc., in possession of an unmanned aerial vehicle are obligated to subscribe to insurance or mutual aid, this amendment aims to improve and supplement matters necessary for the enforcement thereof and some of the operational shortcomings of the current system.
(2) Major Provisions
A. Insurance subscription for business operators, national agencies, etc., with unmanned aerial vehicles (Article 70)
Add a minimum liability against property damage, in addition to death and injury, to the liability criteria of the insurance or mutual aid to which a business operator and national agency with an unmanned aerial vehicle must subscribe.
B. Include flight training at specialized educational institutions in the scope of the aircraft use business (Article 4)
Require that specialized educational institutions that conduct flight training in accordance with the Aviation Safety Act for the protection and safety management of trainees are registered in the aircraft use business.
