(1) Reasons for Proposal
This Partial Amendment aims to reflect changes in ship life-saving appliance requirements additionally required with the amendment of the International Convention for the Safety of Life at Sea and the governing law (Enforcement Rule of the Ship Safety Act), revise difficult legal terminologies, and supplement shortcomings found in the operation of the notice.
(2) Major Provisions
A. Create life-saving appliance requirements for cargo ships boarding 13 or more people including temporary passengers except for the crew (Articles 86, 87, 93, 94, and 99)
B. Delete “fishing vessels” in the form “Inflatable Life Raft Equipment Inspection Log” and create an entry field for the number of equipment items in Type 1 Life Rafts for coastal areas (attached Form 5)
C. Revise partially and create a sign indicating where life-saving appliances are stored, reflecting the amendment of the International Convention for the Safety of Life at Sea (SOLAS) (attached Table 13)
D. Revise difficult legal terminologies and localize Japanese expressions so that people can easily understand these regulations (Articles 10, 24, 25, 28, 58, 64, 88, 108, 126, and 129)
