(1) Reasons for Proposal

These Standards aim to require the ship owner to report to the government if any unreported or falsely reported hazardous substance is identified on the ship and obligate statutory inspection on hazardous substances at high risk of accidents and missing in the list of inspection items under applicable Korean laws.

(2) Major Provisions

A. Require reporting to the government if any unreported hazardous substance is identified on the ship (Article 4-2)

- Require the ship owner (captain) to report to the government if any unreported or falsely reported hazardous substance is identified on the ship to manage hazardous substance safety on the ship and in the port. 

B. Expand statutory inspection on accident history, high risk, and sensitive hazardous cargoes (Article 21)

- Include in statutory inspection oxidizing substances, from which a fire or explosion occurs regularly, toxic/infectious substances, and flammable substances classified as high risk.
