(1) Reasons for Proposal
This amendment aims to prevent fire accidents during construction work by requiring finishing materials and insulation materials for all warehouses, factories, etc., to be higher than non-combustible materials, assigning a dedicated supervisor when there are insulation materials that are lower than non-combustible materials, and requiring the use of higher than semi-incombustible materials when double-layered materials are used as finishing materials, in accordance with the Construction Site Fire Safety Measures (June 18, 2020).
(2) Major Provisions
A. Provide fire safety standards for insulation materials for warehouses and factories and prescribe dedicated supervision (Article 7-2 and Article 24)
Require incombustible, semi-incombustible, or non-combustible materials to be used for the insulation of buildings inside factories, warehouse facilities, dangerous goods storage and treatment facilities, and motor vehicle-related facilities, allow the use of insulation materials other than incombustible, semi-incombustible, or non-combustible materials only in cases where it is recognized as inevitable through architectural deliberation, but prescribe that a dedicated supervisor is assigned in this case.
B. Strengthen the fire safety standards for double-layered materials (Article 24 (1))
Prescribe that incombustible or semi-incombustible materials be used when double-layered materials are used as finishing materials.
