(1) Reasons for Proposal

The Amendment aims to clarify the scope of tasks consigned to the Korea Transportation Safety Authority and prohibit any unauthorized intrusion of drones into airport operational areas for airport safety so as to improve and supplement defects found in the operation of the current system. 

(2) Major Provisions

A. Clarification of the scope of tasks consigned to the Korea Transportation Safety Authority (Article 46)

Newly establish a proviso to exclude the part consigned to the regional aviation authority from the “authority to inspect or file corrective orders for the management status of aviation lights and beacons” consigned to the Korea Transportation Safety Authority. 

B. New establishment of provision prohibiting any unauthorized intrusion of drones into airport operational areas (Article 50 subparagraph 17) 

Where a radio jamming device is allowed for use against drones due to a revision to the “Radio Wave Act” (Article 29 (3) 4), the “restraint on the violation under Article 56 (7) of the Airport Facilities Act” becomes included, and therefore, add any unauthorized entry of drones into airport operational areas to the list of prohibited acts set forth under Article 50 of the “Enforcement Decree of the Airport Facilities Act.”
