(1) Reasons for Proposal

The Amendment aims to improve and supplement some defects found in the operation of the current system by means such as expanding the facilities subject to technical diagnosis so as to reinforce malodor control at public environmental infrastructure.

(2) Major Provisions

A. Expansion of the list of public environmental facilities subject to technical diagnosis for malodor (Article 16-2)

Devise grounds (designate through announcement) to increase environmental infrastructure from the current 5 facilities, such as sewage and wastewater treatment facilities and waste treatment plants to cover sludge and food wastewater facilities.  

B. Mandate the submission of improvement plans according to the technical diagnosis for malodor (Article 16-2)

Where an improvement plan is established as necessary after technical diagnosis for malodor at environmental infrastructure, the submission of the plan to the higher supervising authority is not stipulated, and thus, clearly prescribe the submission procedure. 

C. Clear prescription of the submission of improvement plans when an improvement order or recommendation is filed due to a workplace exceeding the malodor standards (Article 10 and Article 14)

The workplace develops an improvement plan according to the improvement order, but since there lacks any provision requiring the workplace to submit the plan and any standardized form, make improvement to address these issues. 

D. Add the standards for cancellation of a designation for any violation of guidelines for malodor-testing institutions (Article 19)

Devise grounds to enable administrative dispositions such as the cancellation of the designation as a malodor-testing institution in the event of any failure to follow the guidelines for malodor-testing institutions.
