(1) Reasons for Proposal

This Partial Amendment aims to rationalize the recycling rate of coal ash, clarify how to recycle steel slag and coal ash, and thereby ensure that the waste is recycled properly.

(2) Major Provisions

 Clarify recycling criteria for steel slag and coal ash (Article 4 paragraph 2) 

- Clarify criteria requiring the emitter to install recycling facilities if the emitter disposes waste on its own and the disposal agency to install facilities if disposal is outsourced to prevent facilities from being built redundantly.

 Rationalize the target recycling rate of coal ash (attached Table 5) 

- Rationalize and set the target recycling rate of coal ash by considering the average recycling rate (93%) in the past five years (2014 - 2018).
