(1) Reasons for Proposal

This Partial Amendment aims to allow the contracting authority to use construction management, including the supervision agency, if required, to improve quality and ensure safety in a construction site, require the construction project management engineer to report to the contracting authority and take corrective action if poor construction is suspected, introduce flexible working hours to allow the adjustment of working hours, and improve and supplement shortcomings observed in the operation of the system.

(2) Major Provisions

A. Improve allocation criteria for the construction project management method (Article 7 and attached Tables 1 and 2)

Improve the direct supervision method in small construction to allow the selection of a construction project management method including supervision agency depending on the needs of the contracting authority.

B. Introduce flexible working hours (Article 11)

Allow the responsible construction project management engineer to adjust working hours for on-site engineers by requesting the contracting authority to ensure quality and safety in the site, if required.

C. Require the construction project management engineer to report poor construction and take corrective action (Article 11)

Report to the contracting authority and the responsible construction project management engineer, check the site, and take corrective action if poor construction is suspected.

D. Prepare indemnity for safety management staff (Articles 65 and 95)

If there is no willful misconduct or gross negligence in the operations of the safety management staff as defined in the guidelines, waive liability for accidents .

E. Review and approve a work plan before performing hazardous work (Articles 56 and 86)

Receive a work plan from the constructor about hazardous work, including working at a height of 2 m or higher, and review and approve the plan before performing such work.
