(1) Reasons for Proposal
This amendment aims to overhaul regulations related to the activation of the shared parking lot business to promote the Green New Deal policy for vitalizing the national economy and the development of high-tech industries and to relieve parking difficulties, while reinforcing public safety, such as preventing flood damage, and reorganize some provisions that do not fit into reality.
(2) Major Provisions
A. Reinforce safety facility installation standards and safety information management (Article 5 and Article 6-2)
Mandate flood prevention safety facilities in parking lots on the terraced land by rivers and add safety management information, etc., such as inclined parking lots, to the information to be managed in the parking lot information network.
B. Alleviate provisions on auxiliary facilities in outdoor parking lots related to the Green New Deal and high-tech industries (Article 6)
Allow electric vehicle charging facilities among auxiliary facilities of outdoor parking lots to be installed in excess of 20% of the total area and add solar power generation and collection/distribution facilities to the types of auxiliary facilities.
C. Establish the ratio of installation of exclusive parking areas for eco-friendly vehicles (Article 6)
Require setting up exclusive parking lots for eco-friendly vehicles (excluding charging facilities and areas) exceeding 5/100 of the total number of outdoor parking lots.
D. Clarify the basis to activate shared parking (Article 6-2)
Make it possible to share with multiple people using the idle time of exclusive parking lots for local residents.
D. Reorganize the current provisions to suit other actual operations (Article 31-7)
Revise the “number of monitors” of recording devices that must match the number of security CCTVs to the “number of screens” and require entrusting the construction and operation of the parking lot information network to the Korea Transportation Safety Authority.
