(1) Reasons for Proposal

This Enforcement Rule aims to separate matters for the safety management of electric installations from the Electric Utility Act to ensure the independence of the safety management system from the electric utility sector, and define matters delegated by and other matters required to enforce the Electrical Safety Management Act (Act No. 17171; promulgated on March 31, 2020; to be enforced on April 1, 2021) legislated to prevent disasters arising from electrical safety accidents, promote public safety, and systematically manage safety from the installation to the maintenance of electric installations.

(2) Major Provisions

A. Define the terms required to manage the safety of electric installations and the scope of electric installations for general use (Articles 2 and 3).

B. Specify those subject to reporting plans for work to build electric installations for private use, criteria and procedures for unavoidable work, eligibility, criteria, and procedures for pre-use inspection, and standards to allow temporary use (Articles 4 through 8). 

C. Define the eligibility, criteria, and procedures for periodic inspection, how to notify inspection results, and qualifications for electric installation inspectors (Articles 9 through 11).

D. Specify the eligibility, timing, procedures, criteria, and corrective actions for pre-use inspections and periodic inspections for electric installations for general use (Articles 12 through 18).

E. Define the criteria for electrical safety inspection of facilities used by multitude and how to record electrical safety inspection results (Articles 19 and 20). 

F. Specify the timing and procedures for safety inspections of multi-family houses and requests for documentation required for safety inspections (Articles 21 and 22).

G. Define the procedures, methods, and corrective actions for emergency safety inspections to prevent electrical disasters (Articles 23 and 24).

H. Specify the eligibility, criteria, and procedures to designate the safety grade of electric installations (Article 25).  

I. Define those subject to the appointment of electrical safety supervisors, the outsourcing scope of safety management, the outsourcing region for the Korea Electrical Safety Corporation, standards to ease qualifications, how to designate agents, agent work compensation standards, and other matters required for electrical safety management (Articles 26 through 34).

J. Specify reporting appointment/dismissal and change of electrical safety supervisors and how to prepare and retain safety management records for electric installations (Articles 35 through 37).

K. Define those who are subject to electrical safety supervisor and installation manager training as well as training courses (Article 38).

L. Define the standards for registration or modified registration, registration revocation, and business suspension of a person specializing in electrical safety management duties and others (Articles 39 through 41).  

M. Define the determination of expenses of precautionary inspections to prevent disasters, reporting methods, notification and investigation of serious accidents, and fees (Articles 42 through 45). 

N. Specify the criteria to designate private outsourcing organizations, standards to impose disposition and penalty surcharges for violations, and re-review of regulations (Articles 46 through 48).
