(1) Reasons for Proposal
Since the requirements in connection with energy consumption efficiency and technical details in the current Regulations on Requirements, Etc. for Eco-Friendly Vehicles do not reflect the technical standards of recent eco-friendly vehicles and they have been in effect since 2011 without any revision, the Amendment aims to update and supplement shortcomings found in the operation of the system.
(2) Major Provisions
A. Reorganization of the classification system for vehicles (Article 4, attached Table 1)
Delete the “low-speed electric vehicles” according to the general classification of eco-friendly vehicles and newly establish “micro electric vehicles” so as to make it consistent with the Motor Vehicle Management Act.
B. Technical details (Article 4)
Prescribe that 1 charging distance shall be the lowest technology level of eco-friendly cars currently being sold, and the maximum speed shall reflect the speed limit of the Road Traffic Act.
C. Energy consumption efficiency (Article 4)
Match the grade standards regarding the hybrid cars with standards under the Automobile Management Act and realize energy consumption efficiency standards.
Prescribe that the standard for energy consumption efficiency of ultra-small electric vehicles (5.0 km/kWh) is newly established and the standard for energy consumption efficiency of electric passenger cars is realized (compact and small: 5.0 km/kWh, medium and large: 3.7 km/kWh).
D. Simplifying work procedures and clarifying application documents (Article 5, Attached Forms 1 and 2)
Prescribe that the Korea Energy Corporation, which is carrying out the verification of requirements for eco-friendly vehicles, shall simplify the process of directly applying for verification of requirements for eco-friendly vehicles while specifying the application documents for registration.
