(1) Reasons for Proposal

With the legislation of the Electrical Safety Management Act (Act No. 17171; promulgated on March 31, 2020; to be enforced on April 1, 2021), this Amendment aims to update provisions transferred to the Enforcement Rule of the Electrical Safety Management Act and improve and supplement shortcomings observed in the operation of the current system, including approval or reporting of plans for work.

(2) Major Provisions

A. Update provisions by deleting definitions, approval or reporting of plans for work (electric installations for private use), pre-use inspection (electric installations for private use), and periodic inspection (Articles 2, 3, 28 through 34 and attached Tables 7 through 10).

B. Delete inspections for electric installations for general use and electrical safety inspections of multiple use facilities(Articles 35 through 38-3 and attached Table 11).

C. Delete the appointment of electrical safety supervisors (Articles 40 through 46-4 and attached Tables 12 through 15-2).

D. Update provisions by deleting the Korea Electrical Safety Corporation, reporting, approval or reporting of plans for work, and fees (Articles 47 through 53 and attached Tables 17 through 21).

E. Include pollution prevention facilities in thermal power plants and combined cycle power plants (change in work) and supporting facilities in fuel cell power plants (containers and pipes) in the approval or reporting of plans for work (attached Table 5).

F. Require the attachment of a technical review (by the Korea Electrical Safety Corporation) when submitting a form for approval or reporting plans for work (to the Minister of Trade, Industry and Energy and local government) (attached Table 8).

G. Include test and inspection methods and procedures under Article 18 of the Electrical Safety Management Act in pre-use inspection standards for electric installations for electric utility business (Article 31).

H. Clarify pre-use inspection time points at each installation stage by reflecting the characteristics of each source of power in plants (hydropower, solar power, fuel cell, ESS) (attached Table 9).
