(1) Reasons for Proposal
As a follow-up measure to strengthen safety management of solar power generation facilities in mountainous areas (October 2020), the Amendment aims to oblige reporting when new and renewable energy facilities that are supplied with REC are shut down due to fire and other types of disasters, so as to manage and operate the new and renewable energy facilities in a more systematic and stable manner.
(2) Major Provisions
A. Introduce a system to file a report when RPS facilities are shut down (Article 8-2)
- In order to secure the reliability of the facility operation and reinforce the accountability of business operators, institutionalize filing reports to the new and renewable energy centers when RPS facilities are shut down due to fire or natural disaster.
B. Devise measures to encourage people to file the reports when RPS facilities are shut down (Article 8-3, Paragraph 2)
- If it is confirmed that an RPS facility was shut down due to fire or natural disaster, but such fact was not reported, promote the implementation via non-application of the weighted value for the issuance of the supply certificate.
