(1) Reasons for Proposal
As the subject of technical review of factories or general handling places extends, the Amendment aims to improve the provisions that determine the scope of factories or general handling places that do not require technical review, and matters necessary for the implementation of newly introduced interim periodic inspections to supplement fire inspection standards for large-scale outdoor storage tank facilities, and improve and supplement some shortcomings found in the operation of the current system by means such as prescribing the safety education fees for hazardous substance carriers.
(2) Major Provisions
A. Improve the scope of technical review of factories and general handling places (Article 24 subparagraph 7)
As the handled quantity of hazardous substances that require technical review by a factory or a general handling place has been modified from 3,000 times or more the designated quantity to 1,000 times or more, also modify the handled quantity, which serves as the standard for not receiving technical review, to 1,000 times or more the designated quantity.
B. Improve the matters necessary for the conduct of the inspection, such as the method and judgment standards for periodic inspection (Articles 154, 155, 156, and 156-2)
As the periodic inspection is divided into a complete periodic inspection and an interim periodic inspection, prepare the necessary matters for conducting the interim periodic inspection, and partially supplement the test items of the complete periodic inspection.
C. Establish a provision that serves as the basis for safety education fees for hazardous substance carriers (Article 163 newly inserted)
Establish a provision to determine the amount of fees (education fees) that must be paid when receiving safety education to acquire qualifications for hazardous substance carriers.
