(1) Reasons for Proposal

This Amendment aims to prepare the basis to implement the latest international standards amended in April 2020 (Annex 6) in Korea and improve shortcomings observed in operations including safety supervision by airlines.

(2) Major Provisions

A. Newly insert 8 provisions not reflected in the definitions of flight operations such as performance-based communications (PBC) and wet runway and amend 5 provisions not consistent with international provisions such as cruise relief pilots to implement international standards.

B. Present specific standards to introduce ICAO recommendations including upset prevention and recovery training (UPRT) evidence-based training (EBT).

C. Expand documentation to cover shipment letters, invoices, and quality guarantees to prove aircraft-certified parts as the scope of aircraft-certified parts is different from that in foreign authorities such as the US Federal Aviation Administration (FAA) and certified parts may not be considered certified due to such differences. Recognize tags issued from foreign authorities including the US.

D. Add RNP-2, Advanced RNP, and RNP-0.3 to airspaces requiring performance-based flights where Korean aircraft can fly and newly insert the Global Navigation Satellite System (GNSS) for flights in such airspaces.

E. Limit the new introduction of aircraft without fuel tank flammability reduction means to strengthen the safety management of aircraft operating without such means and prepare a procedure that requires certification for the maintenance program by shortening the fuel tank inspection period.

F. Define things to be included in airline operating procedures to improve the effectiveness of a detailed breathalyzer procedure for airline employees and on-board flight attendants.

G. Newly insert pilots’ obligations to report when braking on the runway is worse than reported and access limit criteria on the surface condition of the runway.

H. Expand things to consider in calculating the maximum takeoff and landing weight to include local atmospheric conditions such as temperature and wind in addition to barometric altitude and specify things to consider in calculating the reference values that allow aircraft to pass obstacles in the takeoff route and the takeoff distance to implement international standards.

I. Specify a ban on personal video filming, which interferes with pilots’ performance of missions during important flight steps, to promote safety.

J. Reflect amendments to attached Tables 18 and 19 of the Enforcement Rule of the Aviation Safety Act (September 23, 2019) including newly inserting grade criteria for in-aircraft rest facilities and time zone adaptation criteria.

K. Conduct risk assessment to strengthen connections with the safety management system in making flight decisions, including decisions to fly over disputed areas, evaluate rescue and fire protection grades in departing airports, select items to transport in cargo compartments.

L. Ease requirements on installing the cockpit door such as bulletproof capabilities and in-cockpit systems to identify outsiders.
