(1) Reasons for Proposal
In accordance with 21.183, Part 21 of Aircraft Technical Standards (Notice by the Ministry of Land, Infrastructure and Transport), these Guidelines have established a flight test checklist to confirm aircraft flight performance through in flight test inspection among others to certify airworthiness.
(2) Major Provisions
A. Require inspectors to keep the flight test checklist up to date by type of aircraft to examine aircraft flight performance (Article 4).
B. Reference the flight test checklist (established rule) of the Seoul Regional Office of Aviation, which was established for the first time in Korea and recently revised (April 13, 2020), for the flight test checklist to standardize flight tests across the Seoul, Busan, and Jeju Regional Offices of Aviation (Article 4).
C. Define the test procedure including weather conditions before flight tests, flight routes, boarding persons and things to inspect, and joint debrief with the pilot for performance after the end of flight tests (Article 5).
D. Require the flight test checklist to be established or revised every 3 years to reflect test items for the type of aircraft introduced for the first time in Korea and revisions by the manufacturer for flight tests (Article 6).
