(1) Reasons for Proposal
As the “Conservation and Management of Marine Ecosystems Act” has been revised to set the standards for the Ministry of Oceans and Fisheries to establish a marine ecosystem axis and devise management plans for the marine ecosystem, the Amendment aims to determine matters necessary for the establishment of standards, methods, and notifications for the marine ecosystem axis delegated under the law and matters necessary for the establishment, modification, and implementation of a management plan for protected marine areas, and additionally designate three species, killer whale, false killer whale, and olive ridley sea turtle, as marine organisms under protection due to their high international protection value and research value.
(2) Major Provisions
A. Matters on the standards and methods for establishing the marine ecosystem axis (Article 6-2)
Stipulate to allow the Minister of Oceans and Fisheries to set a region or sea area that is necessary for conservation and management for the habitat and movement of marine organisms or for observing changes in the marine ecosystem due to climate change.
B. Matters on the establishment, change, etc. of the management plan for protected marines areas (Article 27-2)
Regulate the Ministry of Oceans and Fisheries to publish the location, method, etc. of the management direction, temporal and spatial range, and location and method to view in the official gazette and on the website of the Ministry of Oceans and Fisheries when the management plan for protected marine area is established or modified.
