(1) Reasons for Proposal

Currently, edible egg sorting and packaging sites are required to sort, package, and then distribute only eggs supplied to households. This Partial Amendment aims to expand the scope to include eggs supplied to businesses including restaurants, food service business establishments, and meal service facilities, require edible egg sorting and packaging business entities to issue documentation that prove eggs have been sorted and packaged and edible egg collecting and selling business entities to keep such documentation to allow for identifying whether eggs have been sorted and packaged more quickly to enhance the distribution and safety management of eggs, and allow for sharing storage facilities including warehouses when livestock product processing business entities do food manufacturing or processing business together or livestock product storage business entities do food refrigerating and freezing business together in an effort to reasonably improve and supplement shortcomings observed in the operation of the current system.

(2) Major Provisions

A. Expand the scope of eggs that edible egg collecting and selling business entities must sort and package in edible egg sorting and packaging sites before distrusting and selling them from eggs supplied to households to eggs supplied to businesses including food service business establishments and meal service facilities (attached Table 13).

B. Require edible egg sorting and packaging business entities to issue an edible egg sorting and packaging certificate to edible egg collecting and selling business entities, which request the sorting and packaging of eggs, and keep it for 2 years and edible egg collecting and selling business entities receiving such a certificate to keep it at least for 6 months and provide its copy when providing eggs to other business entities or supermarkets (attached Table 13).

C. Allow for sharing storage facilities when livestock product processing business entities do food manufacturing/processing, food additive manufacturing, or health functional food manufacturing business together or livestock product storage business entities do food refrigerating and freezing business together and sort and store sealed food and livestock products (attached Table 10).

D. Prepare facility criteria to prevent the installation of devices which can manipulate the temperature of thermostats installed in transport vehicles in livestock product transport business to make it look like it complies with the processing criteria and ingredient specifications of livestock products (attached Table 10).

E. Require a test that meat packaging and processing business entities receive under Article 12 paragraph 3 of the Act to be conducted by item and the Minister of Food and Drug Safety shall determine the test method and frequency (attached Table 5). 

F. Prepare sanitary requirements to prevent cross contamination when agricultural or fishery products are cleaned and sterilized to make meat meal kits (attached Table 2).

G. Calculate the number of violations for administrative disposition based on the date of administrative disposition, apply additional disposition to the next number, and determine the period of cumulative violations as 3 years (attached Table 11).

H. Strengthen administrative disposition criteria to allow for imposing 7 days of business suspension for the first violation of administrative disposition about exiting livestock product sites including livestock product processing business and meat packaging and processing business with sterile shoes on (attached Table 11).

I. Require slaughter, milk collection, livestock product processing, edible egg sorting and packaging, and meat packaging and processing business entities to check whether their employees are wearing masks during work (attached Table 12).
