(1) Reasons for Proposal

This Partial Amendment aims to require Internet of Things (IoT) measuring instruments, which can check whether prevention facilities to process air pollutants emitted from emission facilities work properly, to be attached, prepare the basis to establish an electronic network that can electronically process operating information in IoT measuring instruments, and improve and supplement some shortcomings in the current system.

(2) Major Provisions

A. Add IoT measuring instruments in addition to watt-hour meters and automatic smokestack measuring devices to the list of meters which any business entity operating emission facilities must attach to check whether pollutant emissions and permissible emission levels are met and whether prevention facilities work properly under Article 32 paragraphs 1 and 2 of the Act (Article 17 paragraph 1 subparagraph 3 newly inserted).

B. Require Types IV and V places of business to IoT measuring instruments and delegate details to the Enforcement Rules such as applicable facilities (Article 17 paragraph 6 newly inserted).

C. Allow for establishing and operating an IoT measuring instrument control center to efficiently manage the electronic network to electronically process operating information in IoT measuring instruments (Article 19 paragraph 2 newly inserted).
