(1) Reasons for Proposal
This Partial Amendment aims to define matters required as the Act on the Promotion of Saving and Recycling of Resources was amended on June 9, 2020 to introduce a deposit scheme for disposable cups and newly insert a recycling market management center.
(2) Major Provisions
A. Establish rules for the operation of the Deposit Management Committee and Center (Articles 12-7, 12-8, and 12-9)
Define the composition and resolution matters of the Resources Circulation Deposit Management Committee and the operation of the Resources Circulation Deposit Management Center.
B. Designate items to be reserved in public reserve facilities and recipients for reserve expenses (Article 23-3)
Designate materials to be reserved publicly other than public reserve materials specified by law (recyclable resources and regenerated raw materials) and determine recipients who can be supported by the government to cover public reserve expenses.
C. Establish rules for the responsibilities and operations of the Recycling Market Management Center (Article 25-3)
State the key responsibilities of the Recycling Market Management Center as collecting, analyzing, and providing information about supply and demand or price for recyclable resources.
D. Expand the scope of disposable products subject to regulation and add new items (attached Table 2)
Discourage the use of disposable bags and shopping bags in bakeries and retailers and the use of disposable cups, plastic straws, and plastic sticks in food service businesses and meal service facilities.
