(1) Reasons for Proposal
This Partial Amendment aims to strengthen performance standards by using mineral materials or semi-incombustible materials or better ones as double-layered materials consisting of steel plates and heartwood and tighten regulations to apply performance standards to each finishing material of external walls as a whole.
Furthermore, it aims to use a real-scale performance test to additionally determine the fire spread prevention performance of double-layered materials and finishing materials of external walls consisting of at least two types of materials.
(2) Major Provisions
A. Regulate fire safety performance including double-layered heartwood material (Articles 2, 3, 4, and 5)
Use mineral materials or ensure that semi-incombustible materials or better ones are used as double-layered heartwood material, and define specific test and evaluation standards to ensure that finishing materials of external walls have fire resistance performance.
B. Introduce a real-scale performance test (Articles 2, 3, 4, and 6)
Define specific test and evaluation standards including internal and external fire spread performance evaluation so that double-layered materials consisting of steel plates and heartwood and finishing materials of external walls can be considered as a whole to conduct a real-scale performance test.
C. Introduce shrinkage in a heat release test (Article 3, paragraph 1 and Article 4 paragraph 1)
Introduce shrinkage for the test object so that the performance of semi-incombustible materials and non-combustible materials can be evaluated quantitatively.
