(1) Reasons for Proposal

This amendment aims to specifically stipulate the exclusion criteria for applying the Standards for Shipping of Hazardous Substances to castor meal to clarify the meaning and ensure the safety of crew and workers.

(2) Major Provisions

Require shippers, etc., to submit evidence to the shipmaster or shipping company prior to shipment after being verified by a test from an internationally accredited laboratory for the heat treatment method to remove the hazard of castor meal and heat-treating the castor meal according to the method (the Remarks in attached Table 1)
