(1) Reasons for Proposal

With the amendment of the Sexual Violence Prevention and Victim Protection Act (Act No. 17895; promulgated on January 12, 2021; to be enforced on July 13, 2021), this Partial Amendment defines matters delegated from the Act and other matters required for the enforcement thereof while improving and supplementing some shortcomings observed in the operation of the current system.

(2) Major Provisions

A. Prepare a channel to handle grievances for sexual violence prevention measures and designate a staff to handle grievances (Article 2, paragraph 2, subparagraphs 4 and 5).

B. Prepare a basis to designate and delegate the Korean Institute for Gender Equality Promotion and Education as a “central agency to support sexual violence prevention education” and a city/province “regional agency to support sexual violence prevention” (Article 2-2). 

C. Include case follow-up and action details, better sexual violence prevention measures and education, and secondary harm prevention measures in recurrence prevention measures (Article 2-3, paragraph 1).

D. Prepare a basis to conduct site inspections for sexual violence cases involving the head of a government agency, City Mayor/Do Governor, and head of Si/Gun/Gu or superintendent of education, and cases involving multiple victims (Article 2-3, paragraph 2).
