(1) Reasons for Proposal
The Act on the Collection of Insurance Premiums, etc. for Employment Insurance and Industrial Accident Compensation Insurance has been revised (Act No. 17858; promulgated on January 5, 2021; to be enforced on July 1, 2021) to apply employment insurance so that workers who are unemployed are also able to receive job-seeking benefits under the Employment Insurance Act, and this amendment aims to stipulate matters necessary for the collection of employment insurance premiums of workers, such as reporting the formation or termination of insurance relationships, reporting changes in insurance relationships, reporting changes in the average monthly remuneration, the additional collection of employment insurance premiums, application for employment insurance premium support, and special cases for platform operators providing labor services.
This amendment also aims to lower the employment insurance rate of artists to be the same as that of workers and establish criteria for the exclusion of high-income business owners who have a delegated insurance business for insurance business agency support.
(2) Major Provisions
A. Upper limit of the employment insurance premium rate and premium of workers (Article 56-6)
1) Set the employment premium rate of workers to 1.4% of their average monthly remuneration.
2) Set for the upper limit of the employment insurance premium for artists and workers to the amount notified by the Minister of Employment and Labor, considering the amount that falls within 10 times the average employment insurance premium of the insured in the year before last.
B. Decrease the insurance premiums of artists (Article 56-5 (2) revised)
Decrease the insurance premium rate for artists from 1.6% to 1.4%, as they are applied only for unemployment benefits and maternity leave pay, the same as for persons in special types of employment that will be enforced on July 7, 2021.
C. Exclude high-income business owners who have a delegated insurance business from insurance business agency support (Article 53 (2) newly inserted)
Set criteria for excluding high-income business owners who have a delegated insurance business from the insurance business agency support program to support small business owners.
