(1) Reasons for Proposal
A. The ship explosion accident at Yompo wharf in Ulsan Port makes it necessary to clarify the standards for wharves used for the maritime transshipment of dangerous goods that have been operated without existing appropriate standards and to quickly prepare standards for accident prevention and effective response.
B. In accordance with the establishment of the Comprehensive Measures for Safety Management of Dangerous Goods in Ports by the Port Management Division, it is necessary to select safe transshipment wharves for dangerous goods through “the notice of wharves capable of transshipment of dangerous goods after adequacy review by comprehensively considering the risk, major facilities, and neighboring private houses in the case of an accident occurring at a wharf capable of transshipment of dangerous goods.”
C. Therefore, this notice aims to establish and announce the Wharves in Ulsan Port Capable of Transshipment of Dangerous Goods pursuant to the provisions of Article 35 of the Act on the Arrival, Departure, etc., of Ships and Article 19 of the Enforcement Rules of the same Act.
(2) Major Provisions
A. Establish a deliberation committee for the designation of wharves capable of transshipment of dangerous goods and stipulate the composition, operation, and function of the committee (Articles 4 through 6).
B. Stipulate standards and procedures for assessing the appropriateness of wharves capable of transshipment of dangerous goods (Articles 7 and 8).
C. Stipulate that regular safety inspections, emergency safety inspections, thorough safety inspections, thorough safety diagnosis, and performance evaluation items shall be applied to the management level of fishing port facilities (Article 6).
D. Designate wharves capable of transshipment of dangerous goods (Article 11, attached Table 2).
