(1) Reasons for Proposal
This amendment aims to establish a clear consultation system between the Air Traffic Command Center and each air traffic control unit and reflect changes, etc., in consultation with the Air Traffic Command Center and reporting method for air traffic flow management operation performance in advance in the case of additional measures to restrict air traffic flow in order to perform safe and smooth air traffic flow management service.
(2) Major Provisions
A. Change the “term definition” to “definition,” provide new meanings for the terms calculated time over (CTO) and airport collaborative decision making (A-CDM), and change the term air traffic control service facility to air traffic control unit (Article 4).
B. Establish a consultation system for clear business cooperation between the Air Traffic Command Center and air traffic control units (Article 5).
C. Regarding the flow management operation performance report, improve the Rules to require that the heads of air traffic control units to submit it to the head of the Air Traffic Management Office, then who shall report it comprehensively (Article 7).
D. Improve the Rules to require air traffic control units to implement additional flow management measures after consulting with the Air Traffic Command Center while the Air Traffic Command Center implements a flow management measure (Article 13).
E. To increase the efficiency of flow management, change the Rules to require airlines to submit flight plans to the Air Traffic Command Center before a certain time and improve the Rules to submit change information when estimated off-block time (EOBT), etc., change (Article 24).
