(1) Reasons for Proposal
As a follow-up action for Public Leadership 3080+ (February 4, 2021), this Enforcement Decree aims to adjust the criteria for the area subject to land transaction permission by discouraging speculative transactions on small land to improve the effectiveness of the land transaction permission system.

A. Adjust the criteria for the area subject to land transaction permission (Article 9, paragraph 1, subparagraph 1)
Reference restrictions on the partition of building sites under the current Building Act to adjust the criteria for the area subject to land transaction permission (use restrictions on partition of building sites under the Building Act in 1978 when the permission system was first introduced as the criteria)
