(1) Reasons for Proposal

Since the Enforcement Rules of the Aquatic Life Disease Control Act has been revised, such as the provision of administrative disposition standards for quarantine areas, this amendment aims to supplement shortcomings that have emerged during the operation of the system so far, such as reflecting the revisions and improving the facility standards for quarantine areas.

(2) Major Provisions

A. Change measures taken for an application for designation of a quarantine area (Article 5) 

Check facility standards during the on-site inspection of a quarantine area, and in the event of nonconformity as a result of the inspection, notify the applicant in writing.

B. Establish the method of issuing the designations of quarantine areas for rental facilities (Article 6) 

Require the designation of a quarantine area for rental facilities not to exceed the end of the lease contract period, and make it possible to efficiently operate and manage quarantine areas by using the designated number initially assigned in the case of redesignation after the designated period has expired.

C. Add an application item for change of quarantine area designation (Article 7) 

Allow redesignation by applying for a change in the designation of a quarantine area when the contract period of a rental facility designated as a quarantine area is renewed.

D. Improve the follow-up management of quarantine areas (Article 9) 

Provide the basis for omitting inspection in the year in which a quarantine area is designated and require administrative dispositions, such as a suspension of business and cancellation of the designation of a quarantine area, to be implemented according to the results of the inspection of a quarantine area.

E. Improve facility standards for each object of quarantine area designation (attached Table 1) 

Specify and subdivide the facility standards for quarantine areas and mitigate some standards that are less effective in the field by reflecting international standards, related research service results, etc.

F. Alter wording in the aquatic life quarantine label (Form 2) 

Add necessary items to confirm cargo information and correct any errors in writing.

G. Change the management log for things designated for a quarantine purpose (Forms 3 through 4) 

Integrate forms of cleaning and disinfecting logs that have similar purposes, for the efficient management of quarantine areas.

H. Establish a provision for a training log (Form 5) 

Establish a log form to manage whether to implement training for those who are involved in quarantine areas.
