(1) Reasons for Proposal

This enactment aims to establish and publicize the facilities and operating methods necessary for the operation of the fishing vessel monitoring systems pursuant to Article (3) of the Distant Water Fisheries Development Act and Article 24 (7) of the Enforcement Rules of the same Act.

(2) Major Provisions

A. Stipulate the method for application for, changes in, etc., information registration for distant water fishery operators, etc., who have installed a fishing vessel monitoring system (Article 3). 

B. Stipulate the display method for the vessel operating information of the fishing vessel monitoring system, the means to confirm normal operation, the methods for taking corrective measures and manual report, etc., when it does not operate normally (Articles 4 and 6). 

C. Stipulate standards for sealing methods to prevent tampering with a fishing vessel monitoring system (Article 5). 

D. Stipulate the method for matters intended to stop the operation of a fishing vessel monitoring system and how to link and apply to the secretariat of other regional fisheries management organizations for vessel operation information (Articles 7 and 8).
