(1) Reasons for Proposal

This Partial Amendment aims to define control standards such as opacity that must be met when opening a safety valve and releasing gas into the atmosphere while repairing blast furnaces in the steel industry and improve and supplement facility control standards to mitigate fugitive emissions.

(2) Major Provisions

A. Newly insert control standards for opening a safety valve and releasing gas into the atmosphere in blast furnace facility control standards (attached Table 10-2 subparagraph 3 item b 4) k) newly inserted)

1) Define obligatory control standards, which are absent when opening a safety valve and releasing gas into the atmosphere in blast furnace repair in the current facility control standards.

2) Reinforce pollutant control with mitigation measures and opacity standards when opening a safety valve and releasing gas into the atmosphere.
