Living accommodation facilities are lodging facilities that provide services such as sleeping and staying, and 370 such buildings per year have been built since the introduction of the system in 2012. Although living accommodation facilities are lodging facilities, they are increasingly being used as residential buildings without the change of usage. In particular, since living accommodation facilities are not classified as housing, they can avoid regulations such as the sales price ceiling system, loan, etc., and they are exempted from charges for school sites and applied to 1/3 of the parking standard for housing, causing civil complaints from their neighborhood. Therefore, this amendment aims to establish building standards suited to lodging facilities for the living accommodation facilities to induce their use as lodging facilities.
