(1) Reasons for Proposal

This amendment aims to lay the foundation for the protection and safe use of personal data and support the protection of citizens' rights to proactively respond to the rapid transition to the digital age and changes in global standards.

(2) Major Provisions

A. Designate self-regulatory organizations (Article 13-2) 

Provide the legal basis for self-regulatory organizations and set standards for their designation and revocation of designation, to lay the foundation for stable operation of self-regulatory organizations.

B. Personal data management specialized institutions (Article 35-3) 

Introduce personal data management specialized institutions for effectively supporting the exercise of rights of data subjects, such as the right to data portability, and integrating/managing personal data and specifically set requirements for designation and revocation of designation.
