(1) Reasons for Proposal

This Partial Amendment aims to add reasons for administrative disposition on heat treatment business owners and disinfection mark labeling methods and reflect improvements in the disinfection field to facilitate disinfection.

(2) Major Provisions

□ Add reasons for administrative disposition on heat treatment business owners.

○ Major information in disinfection marks labeled on heat-treated wood packaging materials, such as symbols approved by the International Plant Protection Convention (IPPC), unique business numbers, and mark serial numbers, is not identified.

○ Heat treatment disinfection technicians are not present when disinfection marks are labeled on wooden packaging material being heat treated or previously heat-treated wooden packaging materials.

○ Heat treatment is conducted in a condition not meeting registration standards for an import and export wood heat treatment business (staff, facilities, and equipment).

□ Shorten the training period for heat treatment disinfection technicians in case of a national disaster (2 days → 1 day).

○ Allow Korea Import & Export Wood Heat Association to shorten the training period in case of national disasters such as COVID-19 after consultation with the Animal and Plant Quarantine Agency.

□ Add details about disinfection mark manufacturing and labeling methods.

○ Use disinfection mark materials (porous rubber, silicone, etc.) and ink for wood.

○ Restrict the use of worn-out disinfection marks, and store disinfection marks in a secure (locked) area.
