1. Reason for proposal
The purpose is to establish matters delegated under acts and matters needed for enforcement thereof such as ratios of industrial maintenance to be kept in industrial maintenance zones, forms of application for designation of business operator and application for approval of action plan, etc., and construction and supply, etc. of public rental industrial facilities as the Special Act on the Management and Revitalization of Urban Industrial Areas (Act No. 17870, promulgated on January 5, 2021 and enforced on January 6, 2022) was established for systematic management and vitalization of industrial areas, playing pivotal roles for urban growth and employment foundation in the areas.

A. Definition and calculation method of industrial location quotient (Article 3 of draft)
Industrial location quotient, one of the methods to measure the relative importance of specific business types, is defined, with the calculation method prescribed.
B. Form of proposal for designation of an industrial maintenance zone and an industrial innovation zone (Articles 4 and 9 of draft)
The form of proposal for designation of an industrial maintenance zone and an industrial innovation zone is prescribed.
C. Application for approval of action and report of approval of action (Articles 5 through 8 of draft)
The forms of detailed content of land and application for or report of actions are prescribed to meet the designation of industrial maintenance zones.
D. Standard for the management integrity of a business operator and the application form (Articles 10 and 11 of draft)
The conditions for the management integrity of industrial area maintenance business operators and details of application for the designation of the operator are prescribed.
E. Application for approval of action plan and minor amendment, etc. (Articles 13 and 14 of draft)

H. Range of maintenance, etc. of industrial maintenance ratio (Article 25 of draft)
