(1) Reasons for Proposal

Recently, as the suspicion of speculative activities, such as purchasing land or housing in proposed project sites using unpublished information before new city development projects were implemented, arouses, a problem has been raised that it is necessary to strengthen compensation standards to prevent such speculative activities.

Accordingly, this amendment aims to block speculative factors such as strengthening residence requirements for persons to be relocated who are eligible for a housing site and housing supply and to improve the relevant standards such as obligatory preparation of a basic survey for securing objectivity in compensation evaluation.

(2) Major Provisions

A. Provide a basis for the obligatory preparation of a basic survey (Article 7) 

Require preparation of a basic survey to minimize subjective judgment of a protocol (for land or goods), which is the basic data for appraisal, and establish a basis for preparing relevant standards.

B. Reflect the revised matters of other Acts (the Act on Appraisal and Certified Appraisers) (Article 28) 

Change from "appraisal business entity" to "appraisal corporation, etc."

C. Strengthen residence requirements for persons to be relocated who are eligible for a housing site and housing supply (Article 41, subparagraph 3) 

Pay resettlement subsidies if the residence period of a person subject to relocation measures is short.

D. Exclude affairs-related workers from persons to be relocated who are eligible for a housing site and housing supply (Article 41, subparagraph 4) 

Pay resettlement subsidies to affairs-related workers among persons subject to relocation measures.
