(1) Reasons for Proposal
As the Life Logistics Service Industry Development Act, which establishes the foundation to develop the life logistics service industry and promote the rights of life logistics service employees and consumers, is to be enforced on July 27, 2021, this Enforcement Decree aims to specify matters outlined by the Act and prescribe the Ministerial Decree so that the Act can be enforced on its enforcement date.
(2) Major Provisions
A. Introduce a courier service business registration system (Articles 2 and 3)
Define registration certificate issuance procedures to facilitate the implementation of a courier service business registration system, and require the Minister of Land, Infrastructure and Transport to annually review whether courier service business requirements are met.
B. Report status succession by courier service business owners (Article 4)
Define reporting procedures and required documentation to facilitate status succession such as a courier service business’s transfer or assignment.
C. Define life logistics service evaluation standards (Articles 5 and 6)
Prepare evaluation standards to facilitate service evaluation to improve the quality of “life logistics service,” and define evaluation methods and procedures.
D. Define the functions, installation, and maintenance for life logistics lounges (Article 7)
Prepare installation and operation standards for life logistics lounges to improve the rights of life logistics service employees.
E. Define mutual aid association financial soundness standards (Article 8)
Define terminologies to meet financial soundness in a mutual aid association established by certified small package courier service business owners such as solvency amounts and prepare financial soundness standards such as solvency capital.
F. Fees (Article 9)
Allow contracted agencies to set fees that do not exceed 2 million Korean won for performing tasks contracted by the Minister of Land, Infrastructure and Transport.
