(1) Reasons for Proposal

As the Nuclear Safety Act and the Enforcement Decree of the Act have been revised due to the project of adjusting difficult legal terms and Japanese-style terminology supervised by the Ministry of Government Legislation Interpretation (MOLEG)*, this amendment aims to not only revise the Enforcement Rule of the Act but also enhance the safety of nuclear facilities by shortening their inspection cycle as part of follow-up measures to the leakage accident of radioactive materials from natural evaporation facilities in the Korea Atomic Energy Research Institute (KAERI) (Jan. 2020).

* Revision/promulgation date of the original Act (collective revised by the MOLEG): The Act (Dec. 8, 2020), the Enforcement Decree (Jan. 5, 2021)

(2) Major Provisions

A. Adjust difficult legal terms and Japanese-style terminology

- Revise difficult terms and Japanese-style terminology, including technical terms and least frequently used Chinese words, in the current laws by replacing them with easy and natural Korean words or adding explanations of terms so that the public could easily understand them.

B. Shorten the cycle of the regular inspection for spent nuclear fuel processing facilities (Article 47)

- Shorten the cycle of the regular inspection for spent nuclear fuel processing facilities from the current “at least once every two years” to “at least once a year.”

C. Correct simple typing errors (Form 2)

- Correct typing errors in the applicable law on the license for the construction and operation of nuclear reactor facilities.
