(1) Reasons for Proposal
The crisis of local universities is deepening due to a decrease in the school-age population and the outflow of regional human resources to the metropolitan area.
To overcome such a crisis, the Act on the Development of Local Universities and Colleges and Regional Human Resources has been revised this year to promote the mandatory selection of regional human resources in medical, pharmacy, and nursing fields and specialized graduate schools to expand opportunities for them to enter local universities. In accordance with such revision, this amendment aims to stipulate matters concerning the selection ratio of regional human resources entrusted by the Act.
In addition, the government is operating the Committee for Developing and Supporting Local Universities and Colleges and Regional Human Resources, which deliberates on major issues for developing local universities to back up the policy for developing and supporting local universities based on the Act. To enhance the transparency of the Committee, this amendment aims to establish a new provision restricting the reappointment of its appointed members
(2) Major Provisions
A. Define requirements for regional human resources, the selection ratio of regional human resources, and supporting details (Article 10)
Specify the requirements for regional human resources for medical, pharmacy, and nursing fields of local universities entrusted by the Act, define the selection ratio of regional human resources for medical, pharmacy, and nursing fields of local universities and specialized graduate schools, and specify and stipulate the details of support for local universities that exceed the selection rate under the Enforcement Decree.
B. Provide a provision restricting reappointment for the Committee for Developing and Supporting Local Universities and Colleges and Regional Human Resources (Article 6)
Establish a provision restricting the reappointment of appointed members of the Committee for Developing and Supporting Local Universities and Colleges and Regional Human Resources.
