Reason for revision

The draft is intended to improve citizens’ convenience and supplement insufficient matters in system operation by accepting the changes in social environment such as protection of private life and strengthened self-determination rights for personal information to meet the increasing trend of divorce and remarriage and by addressing citizens’ inconvenience in citizen registration work.

A. Addition of basis of deletion of foreigners, etc. recorded in resident registration cards (Revision of Article 6-2.7 of the draft)

If foreigners, etc. registered in resident registration cards of the corresponding households no longer reside in the registered residential places, the householder or household members may request deletion of the record on the foreigners, etc.

B. Extension of period for submitting documents for the omission of follow-up confirmation of moving-in notification (Revision of Article 15.3 of the draft)

In case the data for confirming moving-in such as purchase contract, etc. were not submitted at the time of moving-in notification, if confirmation is done with the submission of related documents to the corresponding public official within 14 days of the notification date, the case may be excluded from the subjects for follow-up confirmation.

C. Preparation of method for foreign residents to change their addresses (Establishment of Article 17-4 of the draft)

Foreign residents may change the reported households where they belong or administrative management addresses via online method or with delegation, etc.

D. Allowing the issuance of new residence card anywhere in the country (Revision of Article 36.3 of the draft)

Issuance of new residence cards may be requested at any eup/myeon/dong citizen center nationwide in addition to the si/gun/gu of residence.
