1. Reason for revision

As the types of asbestos disassembling/removal work become diverse recently, it is intended to supplement insufficient points in operation of current systems by the method that existing classification of workplaces by asbestos disassembling/removal scale is divided into indoor and outdoor spaces for actual work and, if measurement is difficult in specific positions, personal sampling method may be applied.

2. Main content

A. Establishment of definition of terms (Article 3 of draft)

○ The provision on definition of terms such as “during work,” “period of work,” and “adequate storage of wastes,” etc. which have not clearly prescribed in relation to dispersion measurement is established to prevent confusion.

B. Revision of the method to classify workplaces to be measured and improvement of the system (Article 4 and Article 5 of draft)

○ Existing workplaces
Workplace classification method by scale (individual/redevelopment, reconstruction, and re-improvement encouraging workplaces) is changed to indoor and outdoor work depending on the space of actual work.

- Existing workplace classification method was difficult for clear definition of boundary lines of the lot and measurement subjects, etc.

○ Measurement positions (time) are supplemented and the system is improved to meet revised workplace classification method.

- Waste outlet between indoor and outdoor spaces and releasing point for shipment are separately defined and waste outlet on no-work day is excluded from measurement.

- Negative pressure device on outdoor measurement point is excluded and outdoor measurement in rainy day during indoor/outdoor work may be omitted but negative pressure device release hole is excluded.

- The system of legal provisions is improved by dividing existing classification of individual work into common measurement points and indoor additional measurement points.

C. Adoption of personal (movement of workers) sampling method (Article 4 through Article 8 of draft)

○ If measurement is difficult in specific positions such as waste release (shipment work), measurement method is improved with substitution to personal sampling.

D. Supplementation of sample collection and analysis methods (Article 4 through Article 9 of draft)

○ Filter pore size of phase (-contrast) microscopes is prescribed and sampling flow is changed from certain volume to the time from start to termination to meet actual situation.

○ Scanning electron microscopic method, of which quantitative analysis method is not prescribed, is deleted from testing methods.

○ The basis for installation of asbestos site analysis room is provided to deduce analysis result rapidly.
