1. Reason for amendment
The aim is to prescribe matters delegated by the Act and matters needed for execution thereof by establishing the registration procedure of the marina vessel maintenance business and mechanics and the certificate issuance procedure established with the partial amendment of the Act on the Construction and Management, etc. of Marina Bay (Act No. 17026, promulgation on February 18, 2020, enforcement on February 19, 2021) by establishing regulations on the report of the plan and result of education & operation of professional manpower cultivation agencies for marina vessels, simplifying the boarding report items of marina vessel passengers, and establishing clauses to strengthen the security of marina bay including clauses to clarify the standards for aggregated administrative dispositions.
2. Main content
A. With the establishment of the marina vessel maintenance business, the application procedure and form for registration are prepared, and the conditions, procedures, and forms for reporting the registration of changes, succession, business suspension, and terms of use are revised in keeping with such establishment (Articles 22 through 27, etc.).
B. Preparation of procedure for issuing marina vessel mechanic certificates and application forms for issuance and certificates (Article 22-2)
C. In relation to professional marina manpower cultivation agencies, education standards for acquisition of mechanic certificates, operation plan, performance of education, details of costs, etc. shall be reported to the Minister of Maritime Affairs and Fisheries (Articles 32(3) and 32(4))
D. The regulations to be established by marina bay facility managers/operators with regard to marina bay management shall include matters on the installation of security facilities and security management (Article 20(9)).
E. In order to simplify the marina vessel passenger boarding report and to strengthen safety, address and gender are deleted, but contact information is added to the items to be reported (Form 23-3).
F. Application standards are prepared for the accumulated times of aggregated dispositions in the standards for registration, withdrawal of designation, and business suspension of marina business and professional manpower cultivation agencies (Attached Table 1 and Attached Table 2).
